Biography

Dr. Oad's professional career has focused on promoting economic welfare through sustainable development and management of water resources for agriculture. In addition to teaching and research at CSU, Dr. Oad has worked with the office of the State Engineer, Cities of Colorado Springs and Denver, and North Colorado and Central Colorado Conservancy Districts on several issues related to water management. His most recent on-going work is with the Interstate Stream Commission in New Mexico, where he is supervising research on options to improve irrigation water use efficiency in the Middle Rio Grande Valley. Dr. Oad had extensive work experience in many developing countries, where he has worked as consultant for the World Bank, Asian Development Bank and the USAID. He has long-term resident work experience in the Middle East and several Asian countries including Egypt, Pakistan and Indonesia. He worked as a consultant for the Nile River Basin Initiative program of the World Bank, to develop projects for promoting more efficient use of water and ecosystem conservation (1999-2000). Most recently (2002-03), Dr. Oad worked as the team leader to assess Water Allocation and Information Management in the Nile River water resource system of Egypt.
