Republican River Groundwater Curtailment Analysis 2025

This study examines the potential economic impacts of groundwater curtailment in Colorado’s Republican River Basin required to meet the 2030 land retirement mandate under the Republican River Compact. Using four scenarios, researchers assess the effects on agricultural production, revenue, employment, and spillover impacts on neighboring counties and states, estimating annual revenue losses of up to $1.5 billion. The findings highlight the importance of compliance to avoid significant economic disruptions to agricultural producers, local businesses, and regional economies. Funding for the study was provided to the Colorado Water Center by the Colorado State Legislature, HB23-1220.
